11 meter is very quiet?

Got out for a bit this morning to South Carolina, Managed to qsy from 38 to 39 for a conversation with Double A, in the south west of the state. Not bad for 12 watts. Will be checking in over the day. I did hear a 357, on 28 am, and on 38 lsb , perhaps the 357 from here?? He did acknowledge my signal, but I could not make conversation, we were getting stepped on all round.
 
Hearing, California,Texas, Mexico, Nevada, Virgin Islands, but nobody can hear me at all, very strange conditions, Long Skip I would say, compared to normal. So Must be a very high layer were bouncing off.

I had ZERO luck on 38lsb. Rolled to a different freq and worked several US and SA stations and ended the afternoon with a 14AT station responding to my calls. He copied my call sign perfectly, but faded every time he tried to get his own across, and after 3 tries he was gone. I can’t even remember how long it’s been since I worked Europe, but conditions just weren’t good enough to restart the clock today.
