Yes it should be but any info on who to even contact for warranty is vague here in the USA. Palomar was supposed to be the customer support for ranger but seem to have gone on a hiatus. Superior Cb formerly the radio shop is what I had heard was the ranger warranty shop but I don't know that for sure. I called to ask some questions but the guy who answered was quite arrogant and not interested in my call so that makes me not want to deal with them.
Don't tell me, let me guess. It blew up the built-in linear with four IRF520 transistors.
I'm about ready to offer one and only one remedy to our customers for this. Unplug the linear so the radio is now "barefoot". And no, we still don't solicit 'shipped in' work.
Not quite ready to nickname it the "firestarter". That honor still falls to the Galaxy 98VHP, with eight IRF520s.

Last time I sent in I think it was the CB Shop somewhere in California. Try looking that up. They don't cover shipping to them, but do cover its return.

Many radios and a few amplifiers covers mobile & base.
Run them below rated-power seems good.
(Plug & Play. Amp permanent, radio temporary).
So, I’ve gone with this as “the plan”:
1). 703 at home,
2). 7505 in pickup
3). 203P in big truck
Still have 4-5 CB/Export radios (after culling some to send to others).
Yet more radios still on the wish list. But none high-powered.

im just guessing but sounds like a power supply problem?
maybe your power supply looks something like this one? [cant seem to post Amazon link, im talking about the megawatt 36 amp supply]
if so, it might be worth putting a voltmeter on the DC positive and negative terminals of your internal power supply and keying the microphone. does the voltage drop?
if it does, trying a new power supply is a cheap and DIY possible solution.

Speaking from experience the power supply is a major issue in these radios. In the earlier models there was a momentary delay between pressing the pwr button and the radio coming to life. In the newer models when you turned it on everything was instantaneous. In addition there were issues with the lights, SWR meter and the PA board. In fact Ranger quit selling them for a while and I see on some sites they are unavailable. Walcott says they’re discontinued and Copper has no stock.

Ensure that the radio is properly packed to prevent any damage to it during transit. It is the shipper’s responsibility to make sure that the radio is shipped safely. Shipping and insurance charges are shipper’s responsibility. You must write the Return Authorization Number on the outside of the box.
Please allow 3 to 4 weeks total repair time including shipping.

Man that make me smile as I was able to find a clean 2990DX with 2 2290 toshibas in it many years ago and its been great so far, good audio and power. I have heard finals did not like any abuse in the 2995dx with IRF520.
Best of both worlds is to upgrade the power supply to a switchmode "brick". Cuts the heat load on the radio's heat sink by half or 2/3. Eliminates the need for a fan. Has overload protection and (best) overVOLTAGE protection the old heavy power supply did NOT. I've seen too many 2990 radios with a croaked computer that got hammered by a runaway power supply.
Of course, this 'feature' is worth adding.
Maybe not so big a deal for the 2990, but any newer radio with MOSFETs on the radio PCB really, really needs a fuse in the line powering the circuit board.
