I guess that's the part I'm having trouble understanding.
Its quite possible. One thing that can give you a wider bandwidth without sacrificing efficiency is a larger diameter radiator. The whip on the 5000 is a wider diameter than the Wilson.
If we model a dipole at 28MHz with 2mm diameter wire we get ~1.4MHz bandwidth <2:1. If we double that to 4mm it goes up to ~1.8MHz <2:1, a 30% increase.
