You have get the existing 11m operators to acknowledge that they are the secondary user of those frequencies. That alone gave me the hysterical laugh for the day I needed.
Some of these frequencies are digital telemetry. Most are AM/FM and only occasionally SSB. The personal rather than corporate frequencies in use are usually auxiliary control or back-up or back haul from communication sites. If you go much further up you get blasted by OTH Radar. At 28Mhz you begin amateur 10m .
You do happen to remember that 11m was an amateur allocation ?
Can you imagine what the response from the amateur community would be if an allocation, once theirs, was given away to the Citizens Band Service, (no matter that it happened in 1956, amateur radio has a very long memory) that the required license for operation was deemed no longer necessary (save for the de facto clause) and then on top of everything else was expanded another 200Khz ??
If you don't think that the amateur community would scream bloody murder for loss of their buffer between the unwashed masses of 11m and their 10m amateur allocation then how about the lobbying dollars of Chrysler or Citgo Petroleum ?
And what of the existing "freebanders" between 27.410 and 27.610? Do you think they are going to play by the rules?
Then what do rules matter anyway? Ever listen to 7.200? 3.840? 14.313?

Can you see the DOJ authorizing and allocating funds for the prosecution of a public assistance recipient who's defense would be provided by the state, based on FCC determination that they had broken the rules? Now multiply that by what ever number you choose . It takes hundreds of thousands of dollars and decades to remove an amateur operator. Now add the 11m operators.
Now add it up. If there aren't six zeros behind it you flunked math, repeatedly.
