Help with Neighbor Interference

You have tried to be the thoughtful neighbor.

You have tried to find the problem and been told by the neighbors wife that it is "Your problem"!!

Call the power company, call the police, call the FCC, Call the EPA the DEA call any body you like. It is "Your problem" according to the neighbors so "YOU" can take any actions you need to correct "Your Problem".
 
I would suggest that the neighbor's position be documented before authorities be involved, else it's he said she said.

Draft a letter stating your position. Make 3 noterized copies. Send original to neighbor certified, return receipt requested. You can file a copy in the county seat public records dept.

Finding RFI sources can be tough. The offending emitter may not be at your neighbor's house. Best way would be to DF (direction find) the noise source with a portable receiver, a short wave receiver will work fine. The closer you get the stronger the signal will be.
If it is power line related, then the power company can help and usually will. Makes little matter that you are on the CB bands, your still subject to FCC rules against RFI interference.
Try mounting your antenna horizontal as this position is less subject to most noise.
