I see an so239, some tunning coils, tunning meter, and a morse code paddle. I'm assuming it's a mono bander. What band?

Nope. They are Westinghouse brand 807's. A pair of 807's make a nice little amplifier circuit for homebrew since they are a tetrode and have nice gain. That should have 70-90 watts output depending on plate voltage and band.
