Man, you have obviously never experienced aftermath of a Hurricane. Katrina, you tube some of that. Used to live in Lousiana, the effects go on for years. Recently, Harvey wiped my shit out in Rockport, TX. Still recovering from that. Lived in Florida for about two years, had to run from 4 storms in one season, come back and "try" to put things together.

I have been on jobs with a Hurricane coming with impending destruction. Hurricane Ike smacked Houston, I lived there for that one. Total devastation. I prepared, had my shit packed, prepared, came in to batton down equipment and materials. Had no problem telling Exxon to stick it coming into the 11th hour. I got out, contra flow is psychotic. Learned years back, cross country roads, backroads, tho tougher to maneuver, but moving.
I give no quarter to those who lack to prepare. Crying ain't gonna git you any toilet paper.
My experience with the human animal in these type of things has left me the ability to ground check that animal on the spot. No feeling, no remorse, no quarter.
